Permitting Procedures

Launching a project in Uzbekistan involves a number of procedures required by law. Completing them allows investors to operate legally, secure rights to land, obtain construction permits and connect their facilities to utility networks.

Which procedures apply depends on the nature and scale of the project. Generally, these include obtaining a PINOI, registering a company, securing licences and permits, formalising rights to a land plot, completing construction procedures and connecting to utility networks. Depending on the sector and the specific project, additional permits or approvals may also be required. The order of these procedures varies by project, and some may be completed in parallel. 1. Obtaining a PINOI

The PINOI (Personal Identification Number of an Individual) is a unique 14-digit identifier used in Uzbekistan’s public information systems. Foreign nationals may obtain a PINOI through the prescribed procedures to access public and other official services. The PINOI is assigned once and remains unchanged when a passport is renewed or its details are updated.

  2. Company Registration

Foreign investors may establish legal entities in Uzbekistan in accordance with national legislation. A company may be registered online through the Single Portal of Interactive Public Services (SPIPS, my.gov.uz) or at a Public Services Centre.

  3. Licences and Permits

Licensing, permitting and notification are distinct regulatory procedures. The applicable procedure depends on the nature of the activity. Through the electronic “License” system, investors can review the relevant requirements and submit applications online.

    • A licence or a permit is issued following the review of an application.
    • A notification informs the authorities of the commencement of activity: in this case, neither a licence nor a permit is required.
  4. Land Plot

A land plot is the foundation of nearly every investment project. Before proceeding, investors are advised to verify the plot's legal status, designated purpose, permitted use, area, location, availability of infrastructure and any restrictions. This section covers procedures for a land plot that has already been identified. The process of acquiring land depends on its category, designated use and ownership status. We can provide guidance on land selection and acquisition.

  5. Construction

Constructing a new facility or reconstructing an existing one requires compliance with applicable urban planning and permitting procedures. Specific requirements depend on the facility’s intended use, category and technical characteristics.

  6. Connection to Utility Networks

This stage may run in parallel with design (Stage V, step 2): technical specifications may be requested without waiting for the design to be completed. They are required to connect the facility to electricity, gas, water supply, wastewater and heat supply networks. Technical specifications are a document in which the network operator sets out the conditions under which the facility may be connected. The specifications themselves do not constitute a connection: connection is a separate, subsequent step.
